App Quicklists in Files are not active until application is started

Bug Description

Hello fellow gets and ladies!
I am a fan of quickly accessing "Downloads" or "Documents" from the Files launcher on the dock.
But the apps Quicklists are only active when the applications are active.

My dilemma is:
1. Want to open "Downloads" quickly
2. Right Click Files on dock, no option of doing so.
3. Start files
4. Now the Quicklists are there, and i can quickly access Downloads.

But since i already have opened Files, i can use Files itself to access downloads.

So there is strange dilemma going on..

So I humbly ask in all the holy, which is my coffecup, to enable app quicklists at all times on Plank
