should not give option to create directory when no privilege to

Bug Description

We now have a nice feature where if you try an enter a directory which doesn't exist you are given the option of creating such a folder. In cases where user does not have suitable privileges to create a directory, this option should not be present.

If it's possible, why not? Just add 'as admin' to the button and ask for the password.

That'd be a better UX than having to launch pantheon-files as root.

As far as I am aware, what you suggest can't be done with the current libraries.

The available options would be to grey out the option or not showing it at all. Let's see what the design team thinks about this.
