etckeeper errors on rhel when running puppet apply

Bug Description

when running puppet apply on build node, the puppet run fails with the following error:

Info: Caching catalog for os-build.ctocllab.cisco.com
Error: Could not run command from prerun_command: Execution of '/etc/puppet/etckeeper-commit-pre' returned 1: Error: Could not execute posix command: No such file or directory - /etc/puppet/etckeeper-commit-pre

Error: Could not run command from postrun_command: Execution of '/etc/puppet/etckeeper-commit-post' returned 1: Error: Could not execute posix command: No such file or directory - /etc/puppet/etckeeper-commit-post

On rhel, the etckeeper is handled by a yum plugin. So perhaps these lines need to be added only on ubuntu? These seem to be added as part of puppet-puppet's templates/puppet.conf.erb.
