Bug Description

We need to fix up cells to support objects. Child cell will pull instance from the DB and pass it to compute-api... but compute-api start and stop now expects objects.

    Cells: Pass object for start/stop

    The compute_api start/stop methods expect an Instance object, but cells
    is still passing the dict or sqlalchemy form.

    Fixes bug 1191040
