Scott Pause, as per http://ftp.dell.com/published/Pages/xps-18-1810.html an update is available for your BIOS (A05). If you update to this, does it change anything?

If not, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Thank you for your understanding.

I also have the Dell XPS 18" touch screen "all-in-one" type computer. Because Windows 8 is on the computer, and no way to re-install it (MS does not provide), I can only boot directly to Ubuntu 13.04 from the LiveDVD written to USB, which I have done successfully. However Ubuntu is not providing touch screen support "out of the box", but neither is LinuxMint 15 which I also tried. The only way I've gotten Mint and Ubuntu to have some touch screen support is running it as a vm guest under VMware Player.

Anyway, with Ubuntu 13.04 booted from USB (LiveDVD), here is the output of dmidecode per your request.

root@ubuntu:~# sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date
A05
