On resize selection RectangleSelect icon displayed if selected beyond original selection

Bug Description
Pinta master on Windows XP:
1. New Image 1000 x 1000.
2. Rectangle Select and select some area on canvas.
3. Now move mouse to top-middle 'blue rectangle' selection point and wait that resize icon (Pan) appears.
4. Click-and-hold mouse and pull down. Everything is OK. Don't release the mouse yet.
5. Move mouse icon up and currently everything is OK. But if mouse moved beyond the original selection from step 2 then Pan resize icon suddenly changes to RectangleSelect icon. Expected is to have Pan icon during whole resize process.
P.S. The same problem appears with Ellipse Select tool.
