Alert Messages on Other's Copies

Staff would like to be able to place alert message on other library's copies without necessarily needing the ability to edit those copies directly. Presently, you have to have permission to add an alert message to a copy.

One way to fix this would be add a permission and new routines for adding messages to copies.

Another, better solution would be analogous to that proposed for patron messages/alerts in bug 1189972.
