PDF Imported text has wrong letter kerning

Steps to reproduce the issue
- import provided 435918.pdf into Inkscape Portable 0.48.2 r9819 on Windows 7 (64bit)
- choose page 17 to import
- observe the font kerning is wrong
- save the imported page as SVG, e.g. 435918_17.svg
- open the 435918_17.svg in a browser, e.g. Internet Explorer 10.
- observe the font kerning is (again) wrong, as the text is smashed together and hard to read

This appears to be an issue with Inkscape PDF importing routine.
