cannot intall any ia32 libs because libgraphite2-3:i386 is broken

Bug Description

When install any :i386 package I get this:

Depends: libgtk2.0-0:i386 (>= 2.24.0) but it is not going to be installed
Depends: libpango1.0-0:i386 (>= 1.14.0) but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

If I walk down the dependency tree, I get to libgraphite2-3 which aptitude gives this error:

The following packages have unmet dependencies:
libgraphite2-3 : Conflicts: libgraphite2-3:i386 but 1.2.1-1 is to be installed.
libgraphite2-3:i386 : Conflicts: libgraphite2-3 but 1.2.1-1 is installed.

This stops just about any ia32 install like vmware-view-client and crossover.

That is not aptitudes fault. The maintainer of that package has been
twiddling the multiarch support; 1.2.2-1 has it enabled again.

 status invalid

I am having the exact same issue. What caused it was that I installed Packet Tracer 6.0, and one of the steps was to install sudo apt-get install ia32-libs-gtk. Now all the dependencies are broken and I am not able to install or uninstall anything. I am unable to delete the libgraphite.deb files and cannot install any updates. The only help I found was to run:

sudo apt-get -f install

All my applications work and I am able to use the OS, but no updates and I cannot install any new software.

You might want to run 'apt-get -f install' to correct these:
The following packages have unmet dependencies:
 libharfbuzz0a : Depends: libgraphite2-3 but it is not going to be installed
 libharfbuzz0a:i386 : Depends: libgraphite2-3:i386 but it is not going to be installed
 libreoffice-core : Depends: libgraphite2-3 (>= 1.2.2) but it is not going to be installed
E: Unmet dependencies. Try 'apt-get -f install' with no packages (or specify a solution).

This is what happens when I try to fix or remove libgraphite.
