The same problem exists on Ubuntu, but there is no openssl098 package available. There are:

ii libssl0.9.8:amd64 0.9.8o-7ubuntu3.1 amd64 SSL shared libraries
ii libssl1.0.0:amd64 1.0.1c-4ubuntu8 amd64 SSL shared libraries
ii openssl 1.0.1c-4ubuntu8 amd64 Secure Socket Layer (SSL) binary and related cryptographic tools

But installing all of them does not resolve the issue.

As per internal discussion, this issue is too big to be a 'documentation fix' only imho. It should be fixed otherwise.

If not a documentation problem (I still think we should document workaround for some platforms for versions already released), should we consider this a duplicate of https://bugs.launchpad.net/percona-server/+bug/1172916 ?

I agree with Valerii. For the dependent libraries issue there is bug 1172916. The current bug can be closed after documenting the known issues and workarounds for that issue.
