Emacs won't start after update to raring

Bug Description

Similarly to eboard (see bug #1174381), emacs will not start after upgrading Kubuntu to version 13.04. The symptoms are the same - the process runs, but now window appears on the screen. When starting in the shell, no output is produced. Ctrl-C will terminate emacs when started in the shell
