/dev/pts not getting mounted before install

Bug Description
When trying to install ubuntu-server, right after starting the install from the boot menu, I get a constant stream of errors on the console and it goes no further:
'can't get a pty: No such file or directory'
We found that /dev/pts was mounted in the images from 20130606 (which worked) but not 20130607.2
cjwatson pointed out a recent change after some debugging:

/usr/share/

systemd (204-0ubuntu3) saucy; urgency=low
* debian/ extra/udev. startup: Restore devpts mounting, dropped in initramfs- tools/init, but this script is only used in initramfs- tools/init (LP: #1188864).
202-0ubuntu10. The justification for dropping it was that it's already
done by /usr/share/
d-i and d-i does not use /usr/share/
