Docs: Automated class definition pages broken

The Workflows page looks more bare than it used to be, with only the section titles showing:

It looks like the autoclass ::members:: syntax is not working anymore at the moment, see for instance this is also happening http://docs.openstack.org/developer/horizon/ref/tables.html which is half-empty.

Actually it's not specific to Horizon, see e.g.

Adding the CI folks in hopes of additional insight. The docs are generated correctly locally when using "./run_tests.sh --docs", I'm not sure what happens differently when they get uploaded to the developer docs website.

It's getting awkward pointing folks to half-empty documents, any hint as to what may be happening would be helpful!

This can be reproduced in a local environment using `python setup.py build_sphinx` in a fresh horizon clone. The output is similar to what is seen in recent docs jobs e.g. http://logs.openstack.org/36106/5/gate/gate-horizon-docs/2624/console.html.gz and related to bug 1178663. Regenerating the docs after adding a SECRET_KEY somewhere in the settings resolves it.
