oils_ctl.sh should log SIP output to a file by default

Bug Description

Evergreen Version: All (AFAICT)

oils_ctl.sh currently redirects stderr and stdoutput from the SIPServer to /dev/null, unless the -l option is specified with a file path.

The default location for SIPServer output should probably be LOCALSTATEDIR/log/oils_sip.log to mirror what is done by oils_ctl.sh for the z39.50 server.
