Please sync py3cairo 1.10.0+dfsg-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/patches/include-command.patch: use correct python-config command
The Ubuntu patch was added to Debian as 60_python-config-without-interpreter.patch.
