netcfg preseeding requires localized strings

Bug Description
Netcfg/dhcp_options are localized therefore the preseed selection "Do not configure the network at this time" does not work in non english locales. See upstream bug: https:/

Preseeding ntcfg seem to work with different locales, the issue was probably due to the situation when there are no network cards at all
