Bug Description

Test-case "XML10-4ed-Excluded-char-1" from "misc-XMLEdition" is failing: see attached log for details.

The description of the test-case ("XML 1.0 4th edition and older")
seems to contradict the dependency added to the test-case:
<dependency type="xml-version" value="1.0:4-"/>
