Sitecopy translations does not use UTF-8

Bug Description

Binary package hint: sitecopy

The sitecopy program, when used in the French locale, display some invalid characters, which probably means that its translations are not in UTF-8.

Here is a output example :

sitecopy: Aucun site sp�cifi�.
Essayez `sitecopy --help' pour plus d'informations.

sitecopy: Ratrapage le site `forum-software' (sur ftp.forum-software.org dans /)
sitecopy: tous les fichiers et r�pertoires sont marqu�s comme mis �
jours sur le site distant.
