Bug Description

Although this is not explicitly stated anywhere in FOTS, fome test-cases make the assumption that the base-uri of the query is the URI of the FOTS catalog.

Test-case "K2-BaseURIProlog-5" from "prod-BaseURIDecl" is also failing.

This issue has been addressed by W3C in
https://www.w3.org/Bugs/Public/show_bug.cgi?id=22279

Marking this as "In progress" because in Zorba we need to update FOTS driver to set the base-uri in the prolog with the URI of the file containing the test-case (most of the time this is the test-set).
