Ambience theme illprepared for Ubuntu 13.04

Bug Description

The Ambience theme in Ubuntu 13.04 (and perhaps Radience too for that matter) is severely lacking in it's appearance with the latest iteration of Ubuntu 13.04. The most obvious examples are in Nautilus and in System-Settings in 13.04. In Ubuntu 12.10 and prior, the dark upper bar of nautilus and the system-settings has extend all the way down to the context area (as can be seen in the attached images), however in Ubuntu 13.04 the dark bar sits only on the title-bar, while the "menu-bar" immediately below it shows a out of place white color.

I do not know if this was intentional or is an oversight, but the ambience theme appears to have undergone a sever asthetic regression, so much so that I was 100% sure it was on the to-do list to fix it prior to release...however that never occured.

To add to the above ambience issues with the dark bar not extending down off of the window border, there is the issue of completely out of place drop down menu themes (such as the one in nautilus), which do not match the rest of the theme of Ubuntu at all... (that is reported in a bug of its own I believe)

Beyond these two issues, Ubuntu 13.04 is a masterfull release, but these tiny visual papercuts are enough to ruin the whole experience, and I truely hope to not have to wait until 13.10 for a visual change to be made to bring this release back on par asthetically with 12.10.
