I checked it on my nexus 4 and it does not show the start button on the screen. You can scroll the screen to get to it but perhaps the clock needs to be shrunk to fit the button.

Same problem on Galaxy Nexus.

The start button is no longer part of the new visual designs. Hence this bug can be marked invalid. Any existing scaling issue will be tracked at https://bugs.launchpad.net/ubuntu-clock-app/+bug/1186782.
