Bug Description
This is a wishlist bug.
In the case of a library system beginning use of a collections service, it can be useful to put an upper limit on the number of users returned by the "users of interest" API calls.
These limits can compliment the existing date range arguments, and are especially useful in cases where batch processes have resulted in many users having balances / standing penalties applied during a given date range.
