missing files cause segfault

When a file mentioned in the par2 file is missing on the filesystem it crashes during check with a segfault

To reproduce use for example nzbget (this application uses libpar2) download something and delete a file before it completes - on par2 check the application will crash. Luckily nzbget developers provide patches against libpar 0.2 that fix that problem, here is a patch based on theirs but for libpar2 0.3 (the rest of their fixes seemingly made it into 0.3)

I applied this very patch for my gentoo ebuild, works fine.
