Chromium overrides changes to its Application Autostart setting

Bug Description
Per a discovery I made while working on 1176903, Chromium overrides settings I make in Session and Startup > Application Autostart.
For example, suppose Chromium is completely closed, not even showing an icon in the top bar for its background process. If I go to Session and Startup > Application Autostart and uncheck Chromium, close that window, start Chromium, then go back to Session and Startup > Application Autostart, Chromium is rechecked.
Expected behavior: Chromium does not override manual changes to Session and Startup > Application Autostart without asking my permission.
