bluetooth mouse (MS Wedge Touch Mouse) cannot reconnect after suspend/hibernate/reboot

Bug Description
Hardware: Dell XPS 13 L322X (non developer edition so it did not come preloaded with 12.04)
BIOS: A07
OS: Ubuntu Sputnik ISO (upgraded to 13.04 via online updates with no issues)
Kernel: 3.8.0-21-generic #32-Ubuntu SMP
Mouse: Microsoft Wedge Touch Mouse
Steps to reproduce the problem:
1. Pair bluetooth mouse with notebook
2. Close the lid to put the notebook into suspend
3. Open the lid to resume notebook os
4. bluetooth mouse does not work anymore
NOTE: At this point when I open up the Bluetooth settings applet and look at the paired mouse's settings, when I physically move the mouse or click a button the "Connection" toggle switches on for a split second and then switches off again.
