Bug Description
Binary package hint: kde-systemsettings
The KDM Theme manager in the System Settings control (under the Appearance section) is missing the Administrator button. This button is required for the user to make changes in this section. With root login disabled by default, the average user is unable to change the KDM theme at all. This is using Kubuntu 7.04 with all the latest updates installed.

Thank you for filing this bug. I can confirm this on Feisty (though I feel like I've seen this bug before, this may be a duplicate).
You can access the module by running "kcmshell kdmtheme"
