We're getting multiple users coming in requiring help after installing heat over a packstack-installed openstack (both using RDO packages, and installing from heat master)
It seems like a good time to retire tools/openstack, and update all the documentation to use packstack instead - at least then we only have one install method to worry about/test.
In particular there's an annoying inconsistency where tools/openstack installs have a "service" tenant, and packstack installs a "services" tenant, and heat-keystone-setup has a hard-coded reference to "service" - moving to packstack means we can align the naming for less user-confusion.
We should probably also remove tools/openstack_ubuntu since it's not well tested, is frequently broken, and there are other methods of installing on Ubuntu (not maintained by us) which should probably be documented/linked-to instead.
