Bug Description
Artefacts, like views, have a database column called approvecomments.
But unlike views there is no front-end way to set approvecomments on artefacts.
This means that even if a view has approvecomments set to true one can bypass this by adding a comment directly an artefact on the page (like an image file).

The code to handle the "approvecomments" column is present already; we'd just need to add a checkbox for it on the edit pages for the artefact types that can have comments on them.
