expunging experienced worker does not create unexperienced worker as replacement

Bug Description
In this savegame (made with rev 6567) i play the barbarians.
to the right of my headquarter is a granite mine with an experienced miner, and to the north of my headquarter is a gold mine which misses an experienced worker.
when i expunge the worker from the granite mine, it correctly goes on its way to the gold mine, but the granite mine seems to remember that it had an experienced worker in it, and no unexperienced worker will be created as replacement. so the mine stays empty until an experienced worker is freed elsewhere to take this worker slot

this seems to be the same problem as in bug 1162936 - which lead to broken saved games
