Cannot change icons on Unity Sidebar

Bug Description
I upgraded my installation of Ubuntu from 13.04 last week. One of the problems,with the upgrade is that a number of apps that I had locked to the Launcher disappeared to be replaced by Ubuntu One, Amazon Web App and Ubuntu Music.
I cannot remove these. If I right click on the icon and select the unlock option no error is reported but the icons remain. If I try to add another app to the launcher sidebar say by righ clicking on an open app and selecting the lock to launcher option nothing happens. Also I cannot reorder the icons, the current ordering is fixed. It seems that the configuration can no longer be changed.
