Bug Description
If you upgrade from 12.10 to 13.04 the gnome pannel desktop gets cracy. First you log in and a pseudo unity + gnome-panel desktop appears, the gnome panel icon in the login is missing like a said in other bug report.
To fix it you have to unloging from the desktop, choose the gnome-panel login without effects. then unlog again, and the again log to gnome-panel desktop and then you have a more or less working gnome-panel desktop.

The bug is present in ubuntu 14.04 when upgrading from ubuntu 13.10
