"Window title" text box disabled in Window-Specific Settings

Bug Description
This is on a fresh Kubuntu 13.04 installation.
Steps to reproduce:
1- Right-click on the title bar of any window.
2- Select "More Actions" -> "Special Window Settings..."
3- Go to "Window matching" tab.
4- Change the combo box of "Window title" from "Unimportant" to "Exact Match" (or anything else).
5- The text box should become enabled and editable, but it remains disabled.
The same bug happens if you go to System Settings -> "Window Behavior" -> "Window Rules" then press "New..."
