linux-linaro should boot MP at boot and IKS at run time for 13.05

ARM would like MP to be default (IKS off by default) in the combined b.L image for 13.05.
Enable MP by default - Turn off IKS at boot and release note the instructions on turning it on at runtime.

Which Linux tree and branch needs to be pulled to build this for 13.05 release ?

I'm assuming the 13.05 vexpress release will be done in the same way as
13.04, i.e. be the vexpress-linaro-mp build [1] which takes it's kernel
from linux-linaro. The only thing which would need changing is to add a
kernel config fragment to include IKS in an off-by-default state.

Renaming the engineering build to drop '-mp' might also be good. But not
urgent as that build name isn't used in the monthly releases.
