Scrolling on top of the slider is buggy

Bug Description
When hovering your mouse above the slider/scale that displays the progress of the current song, scrolling shows some weird behaviour. The sound starts to stutter and then the song changes or stops unprediactably.
I assume the step size of the scale is to small and scrolling isn't fast enough compared to the music.
Trying the same without playing music feels really awkward, too.

The step increment is set to 1, i.e. 1 ms. Setting it to 1000 ms fixes the bug partially, but the current song still sometimes resets to the beggining, which may be tied to the playback manager.
