Bug Description
[How to reproduce]
1. Activate Expo
[What you expect to happen]
The saturation of inactive viewports should be 40% (as this is the default value for Ubuntu).
[What actually happens]
The saturation of inactive viewports stays on 100%.
Note:
Changing the setting to any value in CCSM does not make any visual difference.
This setting is always ignored.
