The problem appears to be solved by changing the final line of debian/libwagon2-java.poms to read:

wagon-tcks/wagon-tck-http/pom.xml --has-package-version --usj-name=wagon-tck-http-2.x

Note that the problem is fixed in the latest Debian version, 2.2-4, so it's probably best to just update to that if possible.
