Bottom of description window concealed in synaptic with Openbox

Bug Description
I'm running 13.10 with Openbox on an EeePC 900.
I'm noticing some problems with the layout of the gui in synaptic package manager.
Specifically, the bar at the bottom of the main window is concealing the bottom of the content in the package description window. Even with the right-hand scrollbar at the bottom end of its travel, part of the description is cut off. In fact, the scrollbar partially disappears behind the bottom bar.
I've included a screenshot. It show the tops of the taller letters of the last (or second to last) row.
This renders the program less usable than it could be, because I can't read to the end of the description. It's available in the "properties" dialogue, but that's less convenient.
This is not happening in 13.10 with Unity, nor in 12.04 with Openbox.
As far as I can tell, no other program is affected. I'm assuming for the moment that it's a synaptic bug.

The problem is caused by resizing the package description window by dragging down the bar between it and the package list window. Instead of the scroll bar being shortened (as is usual in most programs), the entire package description window gets pushed under the bottom bar and the bottom part is hidden.
Enlarging the size of the bottom window again causes the problem to disappear, but mean that there is only a small package listing window on a netbook.
