Empire does not have economy target for marble

Bug Description

The Empire does not have an economy target for marble. This can cause marble mines to consume wares even when the player has plenty of marble. I propose a target of 40 to ensure there is plenty of stock for building materials and to supply stonemasons.

I believe that this is simply a matter of changing a number of conf files appropriately: At the level of the Empire tribe, a default target quantity for marble must be set, and the production programs of the production sites that involve marble need to be adjusted (to skip production if marble is not needed).

So this should be within the reach of an enthusiastic volunteer even without knowledge of C++ or Lua *hint* *hint*.

I can't see an entry for marble in the Configure Economy window and marble mines still produce marble with disregard for the wine/food in stock. Using build 18.
