Bug Description
I normally use the options to slow down if i have to download a lot of files cause of a small band internet connection.
The download speed option is every time ignored i download LibreOffice per torrent:
http://
All other downloads work as expected, but LibreOffice downloads with maximum speed and blocks the complete bandwidth.
