Bug Description

Currently maas-import-pxe-files only supports download all architectures for the given releases defined on /etc/maas/import_pxe_files. As explained by Robie on bug 1115175:

"I realise that this means that maas-import-pxe-files will break if raring is enabled. I think it's reasonable to leave armhf support out by default in raring until maas-import-pxe-files can be taught about the highbank/generic distinction depending on precise, quantal and raring."

So, maas-import-pxe-files needs to download the arm installer for precise and quantal but leave out raring.
