Manually skipped tests should include a comment on why they were skipped.

Bug Description
Checkbox allows the user to skip any manual test they are presented with, however the only way to feed back the reason for that action is through a comment attached to the test and this is obviously something that the user has to take a conscious decision to do. It would be better if the skipping process encoded some concrete reason why a test was skipped. The options below are suggested:
* I don't have the required external device for this test (e.g. USB stick, Bluetooth Headset)
* The system I am testing does not have the required hardware/port for this test.
* Other (in this case a reason must be specified using the freeform comment field.
