Document API authentication

We need to document how to write the keystone_authtoken section on the ceilometer.conf file so clients can authenticate against the API server.

Should we create a new document to record this or is there any existed doc we can put this?

I think there's a doc file with all documentation option. That should be added there, or in the documentation describing the steps on how to configure Ceilometer from scratch.
