Bug Description

running precise on openvz (kernel image: 2.6.32-18-pve)
rsyslog: Installed: 5.8.6-1ubuntu8

is constantly the following message (found in /var/log/kern.log):

May 8 09:00:27 ub12 kernel: imklog 5.8.6, log source = /proc/kmsg started.
May 8 09:00:27 ub12 kernel: Cannot read proc file system: 1 - Operation not permitted.
May 8 09:00:57 ub12 kernel: last message repeated 5395273 times
May 8 09:01:57 ub12 kernel: last message repeated 10762130 times
May 8 09:02:57 ub12 kernel: last message repeated 9717854 times
May 8 09:03:57 ub12 kernel: last message repeated 9646362 times
May 8 09:04:57 ub12 kernel: last message repeated 8085048 times
May 8 09:05:57 ub12 kernel: last message repeated 8273372 times
May 8 09:06:57 ub12 kernel: last message repeated 9938907 times
May 8 09:07:57 ub12 kernel: last message repeated 10783684 times

This bug already has been fixed in older version, but it appears again in "precise". Look at #523610
