Product does't allow to change UoM

Bug Description
Just create an new Product with default UoM (Units) and Save. Now Click on Edit and try to change Unit of Measure to Hour(s) and Save. It shows
Unit of Measure categories Mismatch!
New Unit of Measure 'Hour(s)' must belong to same Unit of Measure category 'Unit' as of old Unit of Measure 'Unit(s)'. If you need to change the unit of measure, you may deactivate this product from the 'Procurements' tab and create a new one.
It is not correct. Since we just create a new product and doesn't effected anywhere (have no stock moves, sales or purchase or from nowhere). Such 'Products' should allow to change UoM having DIFFERENT Categories. This message need to show only if the UoM change (with UoM Category) will really make impact on system.
