monitor doesn't awake with mouse or keybord action

Bug Description
Assuming that PowerNap is working on my brand new Dell monitor as it came with the installation. The monitor shuts down (not off) when left for a time, but the only apparent way to resume using it is to pull out the power cord and then reconnect. The monitor On/Off button doesn't function under these circumstances. This seems a brutal way to operate.
I can't locate where to change settings on PowerNap which I think may be responsible. Can you help please?
