Some apps prevent the screen from locking

Bug Description
Some apps (e.g. TuxPaint, but there are others, I think notably ones that run in full screen) prevent the desktop from locking.
Only once you close those apps or windows does the screen lock (or does it come up at any rate).
This is something that has bugged me (and therefore I think it qualifies as a bug) on other distros, e.g. Mint as well.

I didn't flag this report as a security vulnerability, but could it be? I mean if the app that is currently open and full screen has access to some of your sensitive information and you step away without the screen locking, it could give someone a chance to access your details.
