"Add to PO" does not honor default provider copy count

Bug Description

Evergreen 2.4+

In a selection list, select a lineitem and choose the "Add to Purchase Order" action from the actions selector (top left). If the provider associated with the PO has a value set for "default copy count", the value is ignored, and the lineitem is added to the PO with zero copies.
