Example directories created to store files:

~/`??{??/
~/alt-speed-enabled/
~/en_US.UTF-8/

It forgets where to store files and where to watch for torrents to automatically add.

I'm using Ubuntu 13.04 x64 with stock transmission 2.77-0ubuntu1 and see this bug. It is repeatable. Just rm -rf ~/.config/transmission to set default settings, start transmission, e.g. set a "save to" location, restart transmission, and you will see it forgets the setting (and others). Like the OP here I have also been getting ~/en-AU.UTF-8 and other hieroglyphic named folders in my home area. This is a bad bug making transmission awful to use.

I can also confirm this bug. I have to setup transmission again every time I restart it, because it can't seem to remember any of my settings. And it's been leaving a directory called h0$'\t'ding-limit in my home folder. I didn't realize that Transmission was the culprit until it also created a directory called "-gtk-play -i complete-download -d 'transmission torrent downloadP" (obviously containing nothing."

something strange has happened to the Transmission code, this much is clear.

This sounds a little bit like https://trac.transmissionbt.com/ticket/5340 but without the crash. Is anyone still seeing this in T 2.80 or higher?
