server errors accessing attachments of private bug reports again

Bug Description

This is the same symptoms as LP: #1000805 but, since that cause was supposedly found and fixed, I'm filing a new bug assuming it is a new issue/regression. But, feel free to reopen/dup this if you prefer.

I frequently have to reload private bug attachment pages while receiving this error:
