Circular dependancy
it appears debconf is not configured or setup properly, and dependancies required to fix it depend on libapache2-mod-php5 which remains unconfigured because debconf does not work....

This looks like a local configuration problem, rather than a bug in Ubuntu, so I'm marking this bug as Invalid.
